As a Councillor
Bilal Babar was elected as a Trafford Councillor in 2023 and has since established himself as a dedicated and hardworking representative for the local community. Known for his hands-on approach and strong commitment to public service, Cllr Babar is passionate about making a positive difference to the lives of residents across Trafford. He works closely with local people to address community concerns, improve local services, and ensure that residents’ voices are heard within the council.
As a committed community champion, Cllr Babar actively participates in local events, cultural celebrations, charity initiatives, and neighbourhood projects throughout the borough. He is a strong supporter of grassroots organisations, community groups, youth initiatives, and local businesses, regularly engaging with residents and volunteers to help strengthen community ties.

Labour Party
Bilal Babar is serving as the Chair of Brooklands Ward Labour Party, and he is also the BAME Officer for Wythenshawe Sale East CLP.
Through his involvement within the party, he continues to support community engagement, local representation, and inclusive participation across Trafford.
Memberships
Trafford Council
The Council approves all key policies, plans and strategies and sets the Council Budget by allocating financial resources and agreeing the level of Council Tax.
Mr Bilal Babar is a valued member of the Council, regularly attending meetings and playing an important role in its ongoing work and development. He has consistently spoken in the council chambers on issues that matter most to local residents, ensuring that their concerns, priorities, and interests are strongly represented and heard within the council.
Employment Committee
The Employment Committee at Trafford Council is responsible for overseeing human resources policies, staff employment matters, and the structural organization of council services.
Mr Bilal Babar is an active and valued member of the committee, regularly attending meetings and contributing thoughtful ideas, practical insights, and constructive feedback during discussions.
Health Scrutiny Committee
As a member of Trafford Council’s Health Scrutiny Committee, Mr Babar has played an important role in supporting the committee’s work as a “critical friend” to local health services.
His involvement has included scrutinising decisions made by NHS bodies, examining the effectiveness of healthcare services, and reviewing significant proposed changes to service delivery to ensure accountability and transparency.
Planning Committee
The Trafford Council Planning and Development Management Committee is responsible for deciding significant and contentious planning applications that fall outside the scope of officer delegation.
As a former member of the Planning Committee, Mr Babar worked closely with fellow committee members to review planning policies, contribute to policy improvements, and support initiatives designed to deliver positive outcomes for the community.
Assets of Community Value (ACV)
Trafford Council’s Assets of Community Value (ACV) program enables community groups to nominate local land or buildings that further social wellbeing, providing a “Community Right to Bid” that allows up to six months to raise funds if the asset is sold.
Mr Babar has supported initiatives aimed at protecting and preserving important community spaces across Trafford, helping to ensure that local residents continue to benefit from spaces that play a vital role in community life.
